Council & Housing Association

Council Housing and Housing Association properties in the Vale of Glamorgan are all managed through a joint arrangement called Homes4U. The Homes4U Policy has been agreed between The Vale of Glamorgan Council, Newydd Housing Association, Wales and West Housing Association, Hafod Housing Association, and United Welsh Housing Association. This means that all properties owned by these organisations will be advertised in the same way.

Anyone aged 16 or over can apply but you should consider the following:

  • Where you want to live - are there Council or Housing Association properties in that area?
  • How long will you have to wait?
  • Would renting privately suit you better?
  • What are the differences between Council and Housing Association tenancies?

There are approximatly 2,500 people on the Vale of Glamorgan Council Housing List, and approximately 250 new applications are received each month, but  on only 300 or so Council and Housing Association properties become available for letting each year.

General Information

Homes4U is a choice based letting system. This means there is no general waiting list operated using points. Instead, all the available properties with the housing providers above are advertised every two weeks. Individuals who have applied to Homes4U will have a bidding card with a certain level of banding (e.g. Gold, Silver, Bronze) depending on their current housing situation.

Individuals then 'bid' for properties that are suitable and appropriate for their family size (e.g. single people will bid for one bed properties, families for two, three or four bed properties depending on how many children they have).

Due to the limited availability of social housing in the Vale of Glamorgan, most properties are allocated to those with a Gold banding, which is awarded to those with the highest housing need, although some properties may be allocated to those on silver where there is an age restriction, and very few people have bid for them.

The majority of social housing in the Vale of Glamorgan is in Barry, with a small amount in Llantwit Major and Penarth.

People are often surprised at how few properties the Council and Housing Associations now have and how long the waiting list is. HOMES4U has joined up with the online mutual exchange service - Homeswapper.

Homeswapper is a national website which can also be used to find a suitable exchange either in Vale of Glamorgan or elsewhere.
